Allow the user to choose the policy for initiations

How it is currently done: For now, whenever a search for initiations is performed, only one damaged zone is introduced where max(Y ) > Yc, even if there may be several points for which Y > Yc How it should be done: Add small damaged zone at each point where Y > Yc ?
